Suspension and expulsion facts, 2016-2017

The Ministry of Education has collected, verified and made public the suspension and expulsion data from school boards for the most recently available school year, 2016-2017. This is the thirteenth year that this data is being posted on the ministry website.

The following is a summary of provincial data:

Suspension Data:

Overall

  • 55,986 students were suspended or 2.67% of all students attending Ontario schools.
  • 91,514 total suspensions were issued, accounting for multiple suspensions for individual students.

Level

  • 24,387 or 44% were elementary students (1.70% of all elementary students).
  • 31,599 or 56% were secondary students (4.79% of all secondary students).

Gender

  • 12,662 or 23% were female students (1.24% of all female students).
  • 43,324 or 77% were male students (4.02% of all male students).

Students with Special Education Needs*

  • 26,104 or 46.6% of suspended students were students with special education needs (6.37% of all students with special education needs).

Range

The suspension rate among boards in 2016-2017 ranged from 0.70% of students to 8.29% of students.

Thirty-four school boards had suspension rates that were below the provincial rate, while thirty-eight boards had suspension rates that were at or above the provincial rate.

Expulsion Data:

Overall

  • 362 students were expelled or 0.02% of all students attending Ontario schools.

Level

  • 16 or 4% were elementary students (0.00% of all elementary students).
  • 346 or 96% were secondary students (0.05% of all secondary students).

Gender

  • 56 or 15% were female students (0.01% of all female students).
  • 306 or 85% were male students (0.03% of all male students).

Students with Special Education Needs*

  • 169 or 46.7% of expelled students were students with special education needs (0.04% of all students with special education needs)

Range

  • Thirty-nine boards did not expel any students in 2016-2017. Among the boards that expelled students, there was a very wide range of expulsion rates among boards from 0.00% (<10 students) to 0.11% (20 students).

*Students with special education needs include all students reported as receiving special education programs and/or services – regardless of whether the student has gone through an Identification, Placement and Review Committee (IPRC) or not, and whether the student has an Individual Education Plan (IEP).
