Suspension and expulsion facts, 2015-2016

The Ministry of Education has collected, verified and made public the suspension and expulsion data from school boards for the most recently available school year, 2015-2016. This is the thirteenth year that this data is being posted on the ministry website.

The following is a summary of provincial data:

Suspension Data:

Overall

  • 53,236 students were suspended or 2.56% of all students attending Ontario schools.
  • 85,931 total suspensions were issued, accounting for multiple suspensions for individual students.

Level

  • 21,986 or 41% were elementary students (1.55% of all elementary students).
  • 31,250 or 59% were secondary students (4.68% of all secondary students).

Gender

  • 11,929 or 22% were female students (1.18% of all female students).
  • 41,307 or 78% were male students (3.86% of all male students).

Students with Special Education Needs*

  • 24,960 or 46.9% of suspended students were students with special education needs (6.26% of all students with special education needs).

Range

The suspension rate among boards in 2015-2016 ranged from 0.68% of students to 6.72% of students.

Thirty-two school boards had suspension rates that were below the provincial rate, while forty boards had suspension rates that were at or above the provincial rate.

Expulsion Data:

Overall

  • 369 students were expelled or 0.02% of all students attending Ontario schools.

Level

  • 26 or 7% were elementary students (0.00% of all elementary students).
  • 343 or 93% were secondary students (0.05% of all secondary students).

Gender

  • 50 or 14% were female students (0.00% of all female students).
  • 319 or 86% were male students (0.03% of all male students).

Students with Special Education Needs*

  • 169 or 45.8% of expelled students were students with special education needs (0.04% of all students with special education needs)

Range

  • Forty one boards did not expel any students in 2015-2016. Among the boards that expelled students, there was a very wide range of expulsion rates among boards from 0.00% (<10 students) to 0.08% (71 students).

* Students with special education needs include all students reported as receiving special education programs and/or services – regardless of whether the student has gone through an Identification, Placement and Review Committee (IPRC) or not, and whether the student has an Individual Education Plan (IEP).
