Leadership Development: Framework

Ontario's Leadership Framework

The Leadership Framework is central to the Ontario Leadership Strategy. The framework describes a set of core leadership competencies and effective practices for principals, vice-principals and supervisory officers.

The Leadership Framework is made up of two parts:

  1. Leader competencies and practices that have been shown to be effective in improving student achievement.
  2. System practices and procedures that boards should have in place to support school and system leaders to be effective.

The Leadership Framework for Principals and Vice-Principals

Principals and vice-principals play a prominent role as instructional leaders in Ontario's schools. In Leading Education: New Supports for Principals and Vice-principals in Ontario Publicly Funded Schools (December 2005), the ministry committed to develop, support and sustain high quality leadership in schools across the province. In keeping with this commitment, and to ensure a consistent and effective approach to implementing these initiatives, the Leadership Framework for Principals and Vice-Principals was developed.

The Leadership Framework for Supervisory Officers

As systems leaders, supervisory officers are essential in supporting principals and vice-principals in their role as instructional leaders. The Leadership Framework for Supervisory Officers complements the ministry's Leadership Framework for Principals and Vice-Principals to the extent that successful leaders draw on the same fundamental repertoire of leadership practices. This framework is tailored to address the complexity of supervisory officer roles as reflected in legislation and in the wide-ranging academic and administrative settings within which they provide leadership.
