College Compensation and Appointments Council

The College Compensation and Appointments Council (formerly known as the Council of Regents) is a provincial agency established under the Ontario Colleges of Applied Arts and Technology Act, 2002. Under Regulation 34/03 of the Ontario Colleges of Applied Arts and Technology Act, 2002, the Council is responsible for the appointment of governors to the College boards across the province. Council is also the holder for college insured benefit plans. The Council also exercises powers and authority under the Colleges Collective Bargaining Act, RSO 1990, Chapter C.15, as amended 2002, c. 8, Sched. F, s. 12. Under the Colleges Collective Bargaining Act, Council has the authority to act as the agent for the employers (i.e., college boards) in negotiating collective agreements with academic and support staff at colleges who are members of the Ontario Public Service Employees Union. The creation of Council was announced in the Legislature in 1965 as part of the implementation of a system of colleges of applied arts and technology. Council is responsible and accountable to the Minister of Training, Colleges and Universities. Council's responsibilities fall within three areas:
Council assumes other roles and responsibilities as assigned by the Minister. Council generally meets for a full day each month, except in July and August. If needed, committees meet the evening before full Council meetings. The Council consists of a minimum of 8 and a maximum of 15 members, including the Chair. Representing a broad spectrum of the Province’s population, members are appointed for a 3-year term by the Lieutenant Governor in Council at the prerogative of the Premier and are eligible for a second 3-year term.
