Role of the District e-Learning Contact

Each of the 60 public and Catholic school boards in Ontario identifies a District e-Learning Contact (DeLC) to act as key facilitator of the provincial e-learning strategy, and serve as a point of contact for any query or issue on e-learning, both internally and externally. As the liaison with e-Learning Ontario, the DeLC supports teachers at the board level, using the provincial Learning Management System (LMS), Ontario Educational Resource Bank (OERB) and Seat Reservation System (SRS) applications, which are provided by the Ontario Ministry of Education.

Liaison with e-Learning Ontario

DeLCs are in regular contact with the e-Learning Ontario team and Regional e-Learning Contacts (ReLCs), who have been appointed at the regional level by school boards and the Ministry of Education to support the implementation and growth of the provincial e-learning strategy. Communication exchanges include regional meetings and professional development sessions.

Organization of the Provincial Learning Management System

The largest percentage of a DeLC's time is spent organizing and maintaining the board's instance of the provincial LMS. This includes requesting master courses from e-Learning Ontario, creating and managing course offerings at the local level, and creating and managing teacher and student accounts. The time requirements for these processes tend to be heaviest just prior to the start of a new semester.

Common activities include working with:

School board and school representatives, school board trustees, students, and parents to build awareness of e-learning and promote e-Learning Ontario tools and resources.
School board and school administrators to plan, implement, and assess e-learning.
Teachers to provide day-to-day support, information, and professional development on the provincial Learning Management System (LMS) and the Ontario Educational Resource Bank (OERB) and their content.
Guidance counsellors to provide support and professional development on the Seat Reservation System and board course offerings.
Other DeLCs to offer their district's perspective support, and input on the provincial e-learning strategy.
eLO team and ReLCs to help plan, implement, assess, and provide input on the provincial e-learning strategy.
LMS vendor to occasionally troubleshoot.

Routine tasks include:

  • Requesting master courses from eLO.
  • Creating local course offerings from master courses.
  • Managing courses: providing routine and emergency maintenance, updating, and archiving.
  • Managing users: creating, enrolling, updating, un-enrolling, de-activating, and deleting.
  • Creating users and offering course through the LMS.
